Unlike previous Off-Scene Edges that can be purchased to make your ten Off Scene Allies more competent, Call to Arms actually allows you to effectively build an army for you and them to command.

Whether this is through recruiting officers, press-ganging or missionaries it is assumed that for every 'Live" game your character takes an active part in you gain thirty Off Scene Troops. For every Pbm turn you submit you will gain ten Off Scene Troops.
